New Procurement Code: the thoughts of Claudia Flaim, Markas' Sales & Marketing Director

The New Procurement Code has introduced a price revision clause that allows for a 5% allowance of the cost increase that the contractor has to assume. An important novelty for public contracts that Markas warmly welcomes, but which unfortunately does not yet take into account the peculiarities of the services sector and even less those of catering industry.

This is an unsustainable situation for companies like Markas, that work for the wellbeing of the community and risk suffering even more from the galloping inflation, constant cost increases and Minimum Environmental Criteria (CAM) that increasingly demand higher quality in raw materials.

Claudia Flaim, Markas' Sales and Marketing Director, discusses this in her latest interview with Ristorando.

How do you assess the current collective catering landscape? 

"The current market situation is anything but simple as far as health catering is concerned (...) On the one hand, the New Procurement Code has failed to take into account the specific characteristics of the catering service, making it impossible to revise prices in the face of constantly rising inflation.

On the other hand, ANAC's (National Anti-Corruption Authority in Italy) latest tariffs were updated in February '22, and do not take into account that from that time to September 2023 the general index increased by 11%. (...) If we consider additional factors such as the Minimum Environmental Criteria (CAM) CAM, which entails heavy costs for companies in the sector, utilities that cannot be controlled, and galloping inflation on food products, all these elements make the situation complicated and difficult to manage, revealing the need to introduce an instrument that can offer the possibility of rebalancing the contract over its duration.

In our opinion, a high-quality catering service can offer hospital patients and nursing home guests a great added value. Our belief is that a service should not compromise on quality and therefore we want to be given the means to deliver the required and necessary level of quality
".

The most urgent requests 

Delivering high-quality services for fragile consumers such as hospital patients, nursing home residents and children at schools is at the core of Markas' activities. But where there is an increase in prices and an inability to revise costs, quality risks being compromised.

This is why Markas calls for appropriate legal instruments, which are currently limited, to review prices and contracts with the sole aim of guaranteeing the quality of its services and responding to new emerging needs.

For example, the healthcare facilities with which Markas works are increasingly attentive towards diet therapy. This means that they are requesting new specific food plans or customisable diets for those categories of patients who suffer from different medical conditions.
